Built on Fundamentals That Funders Recognize
Six structural strengths that position the Peoples Health and Wellness Center as a sound, mission-aligned investment.
Federally Designated Medically Underserved Area
South Norfolk carries a federal MUA designation: confirming insufficient primary care access and unlocking specific funding programs available only to qualifying developments in verified high-need communities.
Anchor Health System Commitment
A major regional health system has made a significant committed investment in the project: providing institutional validation that no marketing claim can replicate. This signals confidence from an organization with its own due diligence process.
Proven Community Healthcare Anchor
Peoples Pharmacy has served this community for over a decade as a trusted chronic care and diabetes management institution. This legacy creates a patient relationship base and community trust that new developments cannot manufacture.
Strong Debt Service Coverage
The project projects debt service coverage well above conventional lending thresholds: driven by seven committed healthcare tenants and a diversified revenue model that includes clinical leases, residential rents, and venue revenue.
Significant Pre-Leasing Achieved
Anchor tenants are committed with leases in progress prior to construction close: reducing the primary risk concern for construction lenders and demonstrating real market demand for the integrated healthcare model.
City of Chesapeake Partnership
The project is in active negotiation with the City of Chesapeake for city-contributed land: a public sector alignment that validates the project mission, reduces land cost, and signals municipal support for the development.
Partnership Opportunities
Where Your Capital Fits
The project is structured to accommodate multiple capital sources at different stages. Identify where your institution can play a meaningful role.
Predevelopment Grant or Soft Loan
Early-stage capital to cover feasibility studies, architectural plans, environmental review, legal fees, and site control before permanent financing is in place.
LIHTC Equity Partner
Low-Income Housing Tax Credit syndicator for affordable senior units. 4% or 9% tax credit allocation for the affordable residential component within the building.
CDFI or Bank Construction Loan
Construction and permanent debt financing with community mission alignment. CRA-qualifying investment in a federally designated medically underserved area.
Health System Partnership
Clinical services partnership, co-location agreement, or programmatic investment aligned with population health and value-based care outcomes in Hampton Roads.
