Chair and Founder
Peoples Foundation
A Hampton Roads native and pioneering clinical pharmacist with over 30 years of experience. Dr. Peoples leads organizational strategy, community partnerships, and mission execution. Her legacy through Peoples Pharmacy forms the healthcare anchor and community trust foundation of the PHWC project.

Peoples Foundation
Oversees real estate development activities and project management for PHWC. Brings direct experience in commercial property acquisition and long-term asset management in the Hampton Roads market: the same market where PHWC will be developed.
Fletcher Williams, MS, CHW
Project Manager and Community Engagement Lead
Peoples Foundation
Manages day-to-day operations, contractor coordination, and project delivery. Supports budget oversight and stakeholder communication for the PHWC development. Deep experience in outreach, behavioral health, and patient engagement across Hampton Roads.

Leadership has acquired and managed a commercial property in Hampton Roads, Virginia: demonstrating long-term ownership, asset stewardship, and active property management over a sustained 20-year horizon. This is the same market, the same type of asset, and the same team that will execute PHWC.

Peoples Pharmacy: Community Healthcare Enterprise
Peoples Pharmacy has served the Hampton Roads community as a neighborhood pharmacy and trusted health resource, specializing in chronic disease management and diabetes education. Its patient relationships, clinical infrastructure, and community trust form the foundation for the PHWC concept.
Established community health brand with active patient relationships serving medically underserved residents.
2018: Present
Peoples Foundation: Nonprofit Formation and Programming
Formally incorporated in 2018, the Foundation has delivered community health programming, harm reduction initiatives, and collaborative care programs in partnership with public health agencies and major health systems across Hampton Roads.
Active nonprofit with documented programming, institutional partnerships, and grant management experience.

PHWC Predevelopment: Active Project Execution
Site identified and in active negotiation with the City of Chesapeake. Partnership discussions underway with anchor health providers. Architectural plans in progress. Capital stack being structured with mission-driven lenders and public agencies.
